I. Address from the moderator:

Dear dignitaries present, good day! I would like to express my appreciation to Cheng Hsui-jung, Deputy Director-General of the Southern Taiwan Science Park Bureau, NSTC for taking the time to join this meeting with members of WRB as well as relevant contractors for this project, and delivering the lecture topic “Water Risk Management: The Importance of Water Use in High-Tech Industries and Meeting the Need for Sustainable Water Resources”.

Today, through the opportunity of the Integrity Platform meeting, we hope to effectively communicate with each other, and through public and private collaboration, integrate the administrative agencies across the region to assist the WRB to smoothly carry out major infrastructure projects that meet the needs of water supply and use.

II. Water Risk Management: The Importance of Water Use in High-Tech Industries and Meeting the Need for Sustainable Water Resources (Omitted - see workshop materials for details)

III. Opinions and Feedback

1. Issue 1

(1) Question:

Questions about open excavation operations at a depth of 1.5 meters or more should be set up with retaining support rack systems.

(2) Chair:

According to Article 71 of the Safety and Heath of Construction Facility Standards, open excavation operations at a depth of more than 1.5 meters must be set up with retaining walls. Therefor we ask Huimin to carry out the construction of the Rende water pipeline excavation project in accordance with the above-mentioned relevant regulations, and strictly control the implementation of occupational safety.

2. Issue 2

(1) Question:

In the case of excavation operations (such as civil construction works), the contractor is required to conduct a prior investigation of the potential hazards to labor in the event of excavation collapse damage to buried underground objects.

(2) Chair:

For the excavation of civil construction works, please pay attention to what the contractor should be clearly tasked to conduct investigations on before excavation, such as in the creation of safety and sanitation standards, the shape of the ground, strata, geology, water table conditions and underground buried objects, etc. The city government should remind contractors of the workflow and things to note in pipeline excavation works. For high-tech plants, if there is a power outage and the power cannot be restored immediately, it will cause significant losses. Therefore, extra vigilance is required. In addition, in the construction of each pipeline, special attention should be paid to the prior investigation of underground buried objects.

3. Issue 3

(1) Question:

The project is expected to be submitted for the Public Construction Golden Quality Awards and the Public Construction Safety Golden Awards. The turnkey contractor is tasked with preparing relevant data, and the outsourced project management vendor should also be responsible for supervising the relevant preparation work.

(2) Chair:

The project scale is huge, and we expect to have a stellar performance in the Public Construction Golden Quality Awards and the Public Construction Safety Golden Awards. Currently, we plan to submit the Public Construction Golden Quality Awards and the Public Construction Safety Golden Awards in 2023 and 2024.The turnkey contractor team has invited professional experts to conduct project counseling and meetings to discuss and prepare for the review of the projects to be submitted for the Awards. A control system is in place for each stage of the evaluation scoring items. We expect to increase the chance of winning the award with complete information and the unique nature of the project, and look forward to a very good performance in this year's results.

The result of submitting for the Public Construction Golden Quality Awards and the Public Construction Safety Golden Awards is the result of the successful execution of this project, and this process is also the result of the concerted efforts of colleagues at the WRB. In order to present the complete results, it is still necessary for the relevant responsible units and the related supervisory and construction teams to work together to compile the information of the work we have done in the past and to present the best results in the award evaluation stage.

4. Issue 4

(1) Question:

In response to the water shortage crisis, the first phase of water supply is expected to be completed in 2023 to alleviate the demand for industrial water for high-tech manufacturers in the Southern Taiwan Science Park (STSP) and to accelerate the construction schedule to resolve the current water shortage situation.

(2) Chair:

At present, in response to the water shortage crisis, 10,000 CMD of water supply will be completed to the high-tech plants in STSP in 2023. After 10,000 CMD of water is supplied according to the contract, the plant needs to enter into a two-year validation period before the second stage of 37,500 CMD of water supply can be carried out. The above-mentioned water supply can be completed in one year according to the current progress of the project, which can be completed earlier to provide water supply as required.

For Phase I, on the water supply 10,000 CMD, we ask HDEC to work together with us to complete it according to the target timeline. Phase II of the water supply capacity of 37,500 CMD has been discussed with the Southern Taiwan Science Park Administration, and we ask HDEC to make every effort to prepare the necessary water supply equipment to speed up the process of entering Phase II.

IV. Conclusions

We would like to thank Deputy Director-General Cheng for delivering a wonderful lecture. As Director-General Cheng mentioned, the high-tech industry is gradually developing towards the concept of energy conservation and sustainability. We hope that while our industries are flourishing, we can also take care of environmental sustainability and efficient use of water resources.

Today, through the Integrity Platform, we have the opportunity to closely discuss water risk management issues and provide practical experience sharing. In the future, we ask all responsible units and construction teams to make continuous efforts to contribute to the sustainable development of resources and create a quality and happy Greater Tainan together.
