In recent years, Taiwan has seen frequent bouts of water scarcity; this year has recorded the most severe drought in 56 years, resulting in low reservoir storage capacity. In addition to the shortage of water for agriculture, which has resulted in large agricultural fields not irrigated and left fallow, the water shortage has seriously affected the people's livelihoods and caused a great impact on industry. In order to stabilize the economic development of Tainan's industries and protect the rights and interests of Tainan residents, a stable supply of renewable water has become the goal of the Tainan City Government in recent years. In recent years, Tainan City has cooperated with the Construction and Planning Agency of the Ministry of the Interior and the Water Resources Agency of the Ministry of Economic Affairs in promoting various water reclamation strategies. In addition to the Yongkang and Anping Reclaimed Water Projects, Tainan City will promote the city's third project, the Rende Reclaimed Water Project, which is the first "water-for-water" project in Taiwan, and will result in 63,000 tons of reclaimed water generated per day in Tainan.
This project was announced for public tender viewing in January 2022. In order to promote investment in the project, the WRB held a launch ceremony of the Integrity Platform and an investment promotion conference, where the planning of this project was unveiled and opinions exchanged with potential contractors, so that the relevant units can understand the tender information of this project. The Integrity Platform for this project was also concurrently launched, hoping that investment bidding can be more open, transparent and efficient, and join hands to create a high quality public works procurement environment.
