The Water Resource Bureau of Tainan City Government (“WRB” or “the Bureau”) handled the turnkey project of the new reclaimed water plant in Anping District, Tainan City, and the construction of the water pipeline is related to the stable water supply for companies in the Science Park. The contractor – HDEC Corporation planned to carry out the reclamation water pipeline project from May 1, 2021 to August 31, 2021 (tentative period of 4 months) for part of Tainan Road 135, starting from the South 135 Road (Da Zhou Trunk Road 111) in the south and ending from the Tainan Road 135 (Tainan Road 134 and Minsheng Road Intersection) in the north. The road section is located in the vicinity of the South Science Park and the Shugu Park, and is the main road into and out of the Park, with heavy traffic flow during the morning and evening hours, and the alternate‑lane construction method was adopted during the construction period, occupying half of the road width for construction, which will easily cause traffic bottlenecks. In order to prevent the construction from affecting the rights of road users, the contractor applied for a road excavation permit in accordance with the regulations and followed the “Tainan City Road Excavation Management Regulations”, “Tainan City Urban Road Management Regulations” and “Tainan City Public Facilities Pipeline Map Maintenance Guidelines” before and after the construction period, and strengthened on-site traffic maintenance operations. From 7:00 a.m. to 7:00 p.m. daily, additional staff were assigned to strengthen traffic guidance and road monitoring along the road section to reduce the impact of construction on road users, with the hope that the project were to maintain smooth and safe traffic flow under the premise of occupational safety, quality and public opinion. This is a demonstration of the city’s sincerity in taking public opinion into account as well as economic development, creating a win-win-win situation for the government, industry and the public.
